Mr. Guillory has a robust and diverse career that blends hands-on experience in construction with advanced expertise in engineering, project management, and grant administration. Starting his career in 2006, he quickly gained valuable knowledge in the infrastructure industry. His passion for the field led him to pursue a Civil Engineering degree at the University of Louisiana at Lafayette, which he earned in 2011.

 

Since completing his degree, Mr. Guillory has leveraged his foundational experience to serve in various roles, including as a Design Professional, Project Manager, and Grant Manager. His work primarily focuses on supporting municipalities, police juries, and local agencies, providing services such as grant consulting, project management, and a wide array of engineering services.

 

His engineering experience spans numerous sectors, including water production and treatment, sewage collection and treatment, drainage and flood control, streets, aviation, and recreational facilities. He has extensive experience managing significant infrastructure projects, ensuring they meet both design standards and client needs.

 

In his capacity as a Grant Manager, Mr. Guillory has successfully navigated the complexities of funding applications, state and federal regulations, and project compliance. His work includes environmental reviews, procurement facilitation, funding requests, real property acquisitions in compliance with the Uniform Relocation Assistance (URA) regulations, and overall project monitoring and record management.

 

His combination of technical knowledge and project management skills makes him a valuable asset to the public and private sector, particularly in large-scale infrastructure projects and grant-funded initiatives.

After graduating high school, Mr. Guillory began working in the civil construction field where he worked with field crews surveying, installing drainage infrastructure, paving roads, building parking lots, and constructing other civil works. This sparked Mr. Guillory’s interest in the civil engineering industry and laid the foundation for his professional career.

Mr. Guillory began pursuing his degree in Civil Engineering at the University of Louisiana at Lafayette in 2006 where he continued to spend his summer and winter breaks working construction. In 2011, he graduated with a Bachelor of Science in Civil Engineering.

Immediately after graduation, Mr. Guillory began his professional career in engineering. He spent his first twelve (12) years working for an engineering firm in Alexandria providing a range of services from grant consulting and management to engineering design and project management. In 2023, Mr. Guillory and his two (2) business partners established Delta Engineering Group where he continues to provide consulting, design, and project management services.

As a project engineer, Mr. Guillory, has designed and managed a range of projects in water production, water distribution, water treatment, sewage collection, sewage treatment, roads, drainage, flood control, aviation, site development, recreational facilities, etc. As grant manager he has assisted clients with funding application development, grant implementation in accordance with state and federal policies, preparation of environmental review records, facilitating procurement of necessary services, processing request for payments, real property acquisition in accordance with URA regulations, compliance monitoring, record management, etc.

After earning his bachelor’s degree in industrial technology, Mr. Gauthier began his career in the oil and gas industry, spending four years as a field engineer and two years as an operations coordinator with two of the industry’s largest oil and gas service companies. He spent the early days of his career completing hands-on fieldwork, troubleshooting issues, anticipating challenges, and monitoring project progress. As Mr. Gauthier's career progressed, he swiftly rose through the ranks, taking on responsibility for the allocation of resources, including equipment and personnel, to ensure projects were completed on time and within budget.

 

In 2016 Mr. Gauthier shifted his career focus when he accepted a position as Project Manager at one of central Louisiana’s largest civil engineering consulting firms. In this new position, he discovered his passion for the civil engineering and construction industry. Mr. Gauthier was heavily involved in the design and management of construction activities on numerous transportation, utility, and drainage projects.

 

During his career, Mr. Gauthier has worked closely with municipalities, parish governments, and local agencies, including the City of Marksville, Town of Mansura, Rapides Parish Police Jury, City of Alexandria, City of Pineville, Town of Lecompte, Town of Pollock, Iberville Parish Government, and Town of Oberlin.

 

His experience in project management includes the design and management of projects focusing on the construction of new roadways, rehabilitation of existing roadways, parking lot design, water production, water distribution, water treatment, sewage collection, sewage treatment, drainage, flood control, site development, recreational facilities, etc.

 

Additionally, Mr. Gauthier has experience in developing funding applications for the Louisiana Community Development Block Grant, Louisiana Watershed Initiative, and Louisiana Water Sector programs.
